Two accused drug traffickers arrested for bail violations
The Windsor Police Service has arrested two accused drug traffickers for violating their bail conditions.
In December 2024, 29-year-old Andre Gray and 31-year-old Jessica Poulin-Goemans were arrested by London Police Service and charged with a number of firearm and drug trafficking-related offences. Gray was further charged with failure to comply with a release order and failure to comply with the Sex Offender Information Registration Act (a requirement stemming from a 2020 sexual assault conviction).
In January 2025, Poulin-Goemans was released on bail with conditions to reside in London and avoid contact with Gray.
In August 2025, Gray was released on bail with conditions to reside in London under a curfew and electronic monitoring, and avoid contact with Poulin-Goemans.
The following month, bail compliance officers launched an investigation and determined that both suspects had violated their bail conditions.
On September 12, with support from the Windsor Police Emergency Services Unit, officers located and arrested Gray and Poulin-Goemans at a residence in the 1600 block of Ford Blvd. They have each been charged with failure to comply with a release order (Gray with six counts, and Poulin-Goemans with two).
Later that day, Gray’s surety Neil Duthler turned himself in at Windsor Police headquarters. He has been charged with facilitating a breach of a release order. A surety is an individual who agrees to supervise someone released on bail and ensure they follow the court-imposed conditions.
The bail compliance officers are part of the Offender Management Unit, a partnership between the Windsor and LaSalle Police Services. The unit supervises high-risk individuals placed under house arrest, curfew, or electronic monitoring. It is supported through a grant from the Government of Ontario, as part of the provincial government’s strategy to strengthen the bail system.
