Two arrested, one sought in human trafficking investigation
The Windsor Police Service has arrested two suspects and is seeking a third in connection with an investigation into human trafficking and sexual assault.
Last month, the Windsor Police Child Abuse and Sexual Assault Unit (CASA) launched an investigation after receiving a report of sexual assault. Investigators learned that between January 27 and February 17, 2026, a female victim was sexually assaulted by two men and a woman she had recently met. The pair allegedly controlled her movements and attempted to coerce her into participating in sexual acts in exchange for money, in a manner consistent with human trafficking.
The victim further reported that she was transported to various locations by the two men and was told she would have to engage in sexual activity with clients.
Through investigation, members of the CASA Unit identified two suspects.
Marc Antonio Thompson, 40, was located and arrested in Hamilton on March 5 by the OPP-led Repeat Offender Parole Enforcement (ROPE) Unit.
Jeanine Necole Ouellette, 47, was located and arrested on March 12 in east Windsor.
Both have each been charged with sexual assault, human trafficking, and procurement of sexual services.
The third suspect, known only as “JJ,” remains at large. He is described as a tall black male with short black hair, a moustache, and a beard.
